Hello,
Can you implement a form (Name, Email Id) to show when people trying to download a file ?
Like "Require email id submit" or "Verify Email id" to download the file,
In this way we can track who downloaded it.
And we have the option to enable this requirement or disable it when transferring a new file.

or displayed download link
would automatically match the user's form responses, and the submitted user data could be shared via a Webhook
.
